This website is run by Harwich Town Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

Non accessible content
The content listed below is non-accessible for the following reasons.
- Older PDF files such as Meeting Minutes and Agendas published before 23rd September 2018. (exempt)
- Documents provided by 3rd parties. (exempt)
- Councillors’ Declarations of Interests (formatting)
- AGAR – Annual Governance Accountability documents (currently exempt from accessibility compliance) (third party)
- Financial Reports using third party software (third party)
Non-compliance with the accessibility regulations
We will do all we can to identify content that is non-compliant and where possible provide an alternative format upon request.
When we publish new, or update existing content, we will endeavour to ensure this meets accessibility standards and our website is regularly reviewed to ensure all the pages are compliant. If you find a page that you are having difficulty accessing its content, please contact us at the above details and we will assist you in gaining access to the content where possible.
Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.2 success criterion 1.1.1 (non-text content).
When we publish new content we’ll make sure our use of images meets accessibility standards.
We plan to update all non-accessible content, where possible, over the course of the 2026/2027 financial year.
Disproportionate burden
We have identified areas that we believe constitute as a disproportionate burden.
Navigation and accessing information
- Minutes of meetings from 23 September 2018 – end of March 2026
- There’s no way to skip the repeated content in the page header (for example, a ‘skip to main content’ option).
- It’s not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content.
- It’s not possible for users to change text size without some of the content overlapping.
We have carried out an assessment of the cost of fixing the issues with navigation and accessing information. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations. We will conduct regular assessments to identify whether a disproportionate burden still applies.

Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix meeting minutes or other documents prior to 23 September 2018.
Any new PDFs or Word documents we publish will meet accessibility standards.
Live video
We do not plan to add captions to any live video streams because live video is exempt from meeting the accessibility regulations.
What we’re doing to improve accessibility
We plan to improve accessibility by;
Providing staff & council volunteers training to ensure that all new content added meets accessibility criteria.

This website was last tested on 24 January 2026 against the WCAG 2.2 AA standard.
Tests were carried out by our website provider, One Website Design.
